Best Rugby Club to Join

My Cuzzy is moving to Wellington after christmas and keen on playing prems football. What would be the best club enviroment for a young Rugby player to Join where he can learn and develop?
Have heard Marist St Pats is a top club but has a heap of depth so might be hard to break through as a yong second five.
Let me know your thoughts.
